Singapore's CAMH Taskforce Releases Comprehensive Plan for Child and Maternal Health

The interagency Child and Maternal Health Well-being CAMH Taskforce has completed its strategic plan with the publication of a comprehensive report on June 14, 2024. This pioneering plan encompasses three core areas and nine recommations that have been translated into 48 initiatives med at boosting health outcomes for children and their families while maximizing their development potential in Singapore.

Singapore’s Advancements Challenges

Despite remarkable achievements in child and maternal health, the Taskforce has identified emerging challenges like delayed first-time motherhood which increases risks associated with pregnancy complications and childhood obesity, a precursor to obesity later in life. These developments underscore the importance of continuously adapting strategies and mobilizing comprehensive societal support to ensure healthier outcomes for future generations.

Taskforce Background

The CAMH Taskforce was convened in January 2021 under the leadership of Minister for Social and Family Development and Second Minister for Health, Mr. Masagos Zulkifli. It comprises representatives from over 20 agencies across health, social services, and education sectors to address individual health needs beyond the medical domn.

Key Strategies Recommations

The Taskforce has conducted a thorough review of evidence-based research with experts and engaged families and frontline officers in healthcare, social services, and education to identify gaps and explore ways to enhance support for children and their caregivers. Below is an overview of its recommations:

  1. Aligning Services: Recomm integrating service delivery across domns for convenience and accessibility.

  2. Family-Centric Approach: Suggest delivering services as a unit to the family to streamline access and enhance efficiency.

  3. Cross-Departmental Partnerships: Advocate for stronger social-health-education collaborations to overcome barriers in accessing services.

Implementation Achievements

The Taskforce's initiatives include:

  1. Mother-Child Dyad Service Model: Polyclinics have been adopting a model where mothers and children receive healthcare services together during their visits, now implemented across 19 clinics.

  2. Family Nexus Pilot: A centralized hub offering health and social services for young families has been launched in four locations including Our Tampines Hub and others, providing comprehensive care under one roof.

Collaborative Initiatives

Healthcare clusters have initiated pilot programs such as Project HOME and HEADS-UPP to support lower-income families in conjunction with social service agencies. These efforts also focus on uplifting at-risk adolescents by offering preventive health screenings, advice for psychological concerns, and broader support mechanisms.

Leveraging Expertise Insights

The Taskforce has leveraged diverse perspectives from experts and key stakeholders to identify areas needing improvement, thereby enhancing the existing framework that supports mothers and children in their homes, schools, and communities.
